The reason is because the "older" people were more "renowned" so to speak because they were classical. Mother actually had more power than Jacob. Jack and Hurley were normal guys.
The answer is really the same as why say we think that George Washington was "all knowing" but we think Bush, for example didn't know anything. As time progresses, people of historical nature gain in prominance. Same thing reflected in the show.
Or maybe Jacob learned things over his (presumed) 2000 years of life? The Jacob episode and his comments to the candidates showed to me that he wasn't all knowing at the time, he was normal and lost like everybody else. "Flawed".

Jack seemingly being able to pass his gift to Hurley does give weight to the idea that there is some kind of download going on, not least due to the change in expression in Jack's face after drinking.
I saw Glenn Beck say that people think Bush (et al) doesn't know anything because he's right wing and the left are the only ones allowed to be intelligent in the mass media.
